Compensation to consumers for unscheduled power cut

It has started to happen in India. 

As capital of the country, Delhi has set an example. Power companies have to pay compensation to consumers if they do no supply power as committed or there is an unscheduled power cut. If there is a power failure and if the utility does not agree to it, but if it is proved against them, then they will have to pay an additional penalty of Rs.5,000/- or five times the penalty whichever is higher!
